MPD4S-W2024: 450 MtCO2 of carbon removals, not 400?

Dear Prof. Sprinz,

I would like to clarify the highest amount of carbon removals being allowed to be taken into account for the 2040 emission goal of the EU Commission. In "The 2040 target and a pathway to climate neutrality" a maximum of 400 Mt CO2 is indicated. In the draft assignment the amount of 450 Mt is used.

What threshold should we use then?

there is no reason to believe ex ante that the Commission proposal cannot be topped by some actors, so the full range as published in the assignment can be used.
